When the Army Corps of Engineers solicited bids for drainage pumps for New Orleans, it copied the specifications--typos and all--from the catalog of the manufacturer that ultimately won the $32 million contract. The pumps subsequently proved to be defective.

The city of New Orleans filed a $77 billion damage claim against the Army Corps of Engineers Thursday for flooding that inundated the city when levees failed after Hurricane Katrina in August 2005. Under the Federal Tort Act, Thursday was the last day residents could file such a claim against the Corps.

The head of the U.S. Army Corps of Engineers conceded Saturday that despite aggressive efforts to repair the levee system in New Orleans after Hurricane Katrina, it was unclear whether the it could hold up to a sizable hurricane this year.
